Most self-employed youth workers need an Enhanced DBS check with a check of the Children’s Barred List. This is the standard expected by local authorities, youth organisations, and the National Youth Agency.
Yes. If you work with children and young people on a regular, paid basis, you are carrying out regulated activity with children. Youth work is, by its nature, regular and involves building trusted relationships with young people.
Local authorities, charities, and youth organisations will not engage a youth worker without a current Enhanced DBS certificate. The National Youth Agency includes DBS vetting in its professional standards.

Until 21 January 2026, self-employed youth workers could only get a Basic DBS check unless an organisation sponsored a higher-level application. For a role that involves building trusted relationships with vulnerable young people, this was a significant gap.
From 21 January 2026, self-employed individuals in paid regulated activity can apply for Enhanced DBS checks independently. Read more in our guide to DBS changes in 2025 and 2026.
Enhanced DBS with Children’s Barred List is the correct level for virtually all youth workers. You qualify if you work with under-18s regularly.
If your youth work also involves vulnerable adults (e.g. young adults with disabilities), a check against both Barred Lists may be appropriate.
