Until 21 January 2026, ride-hail drivers could only apply for a DBS check through their local licensing authority. This often meant paper forms, in-person visits, and longer processing times.
A Statutory Instrument laid before Parliament on 30 November 2025 opened a new route. From 21 January 2026, self-employed individuals can apply for Enhanced DBS checks through a registered platform, bypassing the licensing authority’s application process.
For Uber and Bolt drivers, this means you can now get your DBS check processed faster, with digital ID verification and electronic submission, without waiting for the council. You still need to present the certificate to your licensing authority as part of your licence application.

An Enhanced DBS check is required for all PHV and taxi licence applications. This reveals spent and unspent convictions, cautions, reprimands, and relevant local police intelligence.
A Barred List check is not typically required for ride-hail drivers, as driving passengers is not classified as regulated activity with children or vulnerable adults. However, some licensing authorities may have additional requirements.
A Basic DBS check is not sufficient for PHV licensing. If a platform or licensing authority asks for a DBS check, they mean an Enhanced check.
