A DBS (Disclosure and Barring Service) check is a criminal record check that reveals whether someone has convictions, cautions, or other information that could make them unsuitable to work with children.
For self-employed swimming teachers, swimming instructors, and swimming coaches, a DBS check is the standard safeguarding requirement. You work with children in a physical, close-contact environment, often with minimal clothing and in situations where trust is essential. Parents, leisure centres, and governing bodies all expect it.
Most self-employed swimming teachers will need an Enhanced DBS check with a check of the Children’s Barred List.
If you teach swimming to children on a regular, paid basis, you are carrying out regulated activity with children. The physical nature of swimming instruction, including close physical contact in water, makes the safeguarding requirement particularly clear.

Until 21 January 2026, self-employed swimming teachers could only apply for a Basic DBS check unless a leisure centre, club, or employer sponsored a higher-level application.
For a role involving one-to-one physical contact with children in water, a Basic check that only shows unspent convictions was clearly inadequate. Many self-employed swimming instructors found themselves unable to demonstrate the same level of vetting as their employed counterparts.
A Statutory Instrument laid before Parliament on 30 November 2025 changed this. From 21 January 2026, self-employed individuals in paid regulated activity can apply for Enhanced DBS checks through a registered platform.

Enhanced DBS with Children’s Barred List is the appropriate level for swimming teachers who teach children regularly. You qualify if you provide swimming instruction to children on more than three days within any 30-day period.
