DBS Checks for Driving Instructors

Self-employed driving instructors in England and Wales can apply for an Enhanced DBS check, which is required for ADI registration and increasingly expected by learner drivers.

What Is a DBS Check for Driving Instructors?

A DBS (Disclosure and Barring Service) check is a criminal record check. For driving instructors, it forms part of the DVSA (Driver and Vehicle Standards Agency) registration process for becoming an Approved Driving Instructor (ADI).

The DVSA requires a criminal record check as part of the ADI application process. You cannot register as an ADI without one. Beyond the registration requirement, having a current DBS certificate provides reassurance to learner drivers and their parents, particularly when teaching 17-year-olds.

Driving instructors typically need an Enhanced DBS check. While driving instruction is not formally classified as regulated activity with children, the one-to-one nature of the work and the age of many learners make an Enhanced check the expected standard.

Do Self-Employed Driving Instructors Need a DBS Check?

Yes. The DVSA requires a criminal record check as part of ADI registration. Beyond the registration requirement, most learner drivers and their parents expect an instructor to be DBS checked, particularly for 17-year-old provisional licence holders.

If you are already a registered ADI, your original check may have been conducted during registration. However, DBS certificates are only accurate on the day they are issued, and many instructors renew periodically to maintain client confidence.

What Changed in January 2026?

The January 2026 law change allows self-employed individuals in paid roles to apply for Enhanced DBS checks through a registered platform for the first time. For driving instructors, this provides an alternative route to obtaining an Enhanced check without relying on the DVSA process.

From 21 January 2026, self-employed driving instructors can apply independently through a registered platform. This is particularly useful for instructors who want to renew their DBS check between ADI registrations, or who need a certificate for other purposes.

What Type of DBS Check Does a Driving Instructor Need?

An Enhanced DBS check is the standard level for driving instructors. It reveals spent and unspent convictions, cautions, and relevant local police intelligence.

Driving instruction is not formally classified as regulated activity, so a Barred List check is not typically included. However, if you also teach children in other capacities, a Barred List check may be relevant for that role.

A Basic DBS check shows unspent convictions only and may not meet the expectations of parents of young learners.
